Navigating Customs Changes: The Border Target Operating Model (BTOM)

Businesses are preparing for significant changes in trade processes at the border with the introduction of the Border Target Operating Model (BTOM).

 

Medium-risk animal and plant imports from the EU to Great Britain will require Export Health Certificates and Phytosanitary Certificates. As part of ongoing developments, Documentary, Physical, and Identity Checks will be introduced, complemented by the removal of health certification for low-risk global imports, and reduced checks for medium-risk Rest of World animal products. By the close of 2024, Safety and Security Declarations for EU imports will be enforced, incorporating streamlined processes through the UK Single Trade Window and a reduced dataset for imports.

Rules of Origin and Tariff-Free Trade

What is the 'Origin' of these goods?  It can appear like an easy question, but it can be a bit more complicated to answer.  Under the EU Trade and Co-operation Agreement the rules extend to 37 pages, in the Economic Partnership Agreement with Japan  they run to 27.  Each set of rules is broadly similar but its the product specific details that provide advantage for each party. 

This webinar will aim to help identify where trade agreements can deliver competitive advantage for businesses in the UK.  We will be joined both by experts on maximising the benefit of tariff free deals and by colleagues from the Department of International Trade who are negotiating to increase free trade and expand our exports into new markets.

Staged Customs Controls' end on 31st December, meaning that the free flow of goods that has prevailed since Brexit Day will come to an end on 31/12/22. 

All EU imports will need to be accounted for with a full customs declaration.  There will be new sanitary and phytosanitary (SPS) arrangements, new pre-notification deadlines and a new inspection regime.  This will apply to all EU exports and imports. 

This webinar will discuss the changes and what practical steps you can take to reduce the possibility that your goods will be delayed at the UK border as well as what economic impact we should expect from the full implementation of the Trade Continuity Agreement
